I would think a good detailer should be able to take care of it

In order to successfully remove/hide swirl marks, the best is with an orbital polisher. If you're willing to spend the money and purchase a polisher, the most common one in the world of detailing is Porter Cable 7424. If not, you can always do it with your hand, but the result will not be as good as polisher. A good polisher will need to follow with a good polishing compound from company like Zaino, Meguire, Clearkote, Poorboy, etc....Of course, before you polish a car you always need to clay the car..

Or, you can always take it to a professional detailer to have them do it for you. There is no need for body shop. In fact, body shop may not do as a good job as a professional detailer.

In additiona, wetsanding is not always a good option unless the car is in real BAD shape. It requires a lot of techniques and experiences in wetsanding to have a successfuly result, or else you're putting yourself in more trouble that may never be recoverable w/o re-painting the car.

check www.autopia.org and look in their regional forums, I bet you find an excelent detailer there.

I would recommend optimum polish applied via rotory or pc for the holograms.

For the swirls I would recommend optimum hyper compound applied via rotory w/ cutting pad, then step down to optimum compound then optimum polish.
