there could be more than 1 reasons for low balling.. it could be that which u have stated by inflating the price after a sale.. but it is commonly used on this board at least as givnig an unreasonably low price. Of course, that is probably not the official meaning and yours is probably it, but it is used way more in the context of giving lower offers than by screwing a potential buyer with higher costs.
