why is it fraud? they damaged his bumper!
maybe they damaged it more, maybe they damaged it less than it was already damaged but they still damaged it.
it's not like he lied and said the company did something they didn't do, THAT is fraud.

Fraud may be a bit of an overstatement, and I'm all for sticking it to the insurance company because God knows they stick it to us every chance they get! Get what you can now, because they will get it back from you later!!!
I claimed a $1300 accident one time and paid a $500 deductible. My insurance increased by 200 bucks every 6 months for 3 years so for the $800 bucks I got from them they got $1200 back. It's just how the game works, so when you have a chance to take advantage.......TAKE ADVANTAGE!! I'd do the same thing!

ignore these people. your bumper was damaged by the tow truck so they are responsible for repairing it. there is no fraud or anything of the sort. would you really expect someone to just have 1 scratch repaired and leave the other when it costs the same?
