Bolt on Rotor?

I am trying to put on Winter rims and there is a bolt on the rotor that is preventing the rim from going all the way on, I bought these from a guy who had a 2003 coupe w/o TPMS. Not sure what this bolt is? Can anyone help?

On my 04 coupe w/ manual and brembo, the rear tires are 245's while the fronts are 225s. The rims are actually the same size, but are marked front and rear on the inside of the wheel. The rears will not fit on the front due to this bolt on the front hub. For some other years, I think the rear wheels are actually a different size than the front rims. SO if you are putting your snow tires on OEM rims, then make sure the rears and fronts are on the right hubs and you will have no probs. If aftermarket wheels, then you will need to remove the bolt, as described earlier in this thread.
