anyone know how to remove those type of screws holding it down? im looking to paint it but just wondering how to remove it. thanks

Those have a lock in the middle that moves up and down. If you hook the inner ridge and pull up, the pin part rises and releases the remainder of the clip. See pic.

That's the going price and that one doesn't require cutting any metal.

You just need a small flat tip to remove those clips.
