Clearance Light flickering on one side

Clearance Light flickering on one side
One of my clearance lights is flickering when the car is on but it is solid when the car is off. What does this mean? Do I have a weak ground and how do I fix it?

If you have LEDs in there, that may be the cause. I've had LEDs go out in the past (VLEDS too)... and they all start with a flickering. However, I cannot answer why it would flicker sometimes and sometimes not.
