o2 sensors maybe? tsb stands for technical service bullitin i think. but it is something the dealers get when there is a known problem telling them how to fix it.

You likely have a problem with one or both of your fuel tank sending unit(s). There are two sensors that tell the fuel gauge how much is left in the tank, and if they are faulty (out of spec), they will register lower than you really are, leading you to fill up too early. Take it to the dealer and have them check the fuel sending unit(s) and tell them there is a TSB on this as well: TSB #ITB05-043.

If you're having trouble filling the tank (i.e. the pump shuts off while you're filling before it's full) then it's the shutter valve. If the light comes on with 10 or 12 gallons, it's the sending unit. Is your car still under warranty? If so, ask the dealer to look at both TSB's.

Your calculations are pretty rough to put it mildly. Why don't you do an accurate fuel economy calculation and post back.

From what you've described your economy is pretty bad but the city driving and stomping on the gas probably explain that.
