It's so you can't "accidentally" rotate staggered rims. The OEM coupe sport 18's had an indentation in the front two to accommodate this extra screw. It can be removed when installing aftermarket rims with no ill effects.
They did it just so you couldn't put your 225/45/18 fronts on the rear and rotate your 245/45/18 rears to the front. The only difference between the front and rear rims on the OEM coupe sport 18's is this indentation. Everything else (width, offset, etc.) is exactly the same.
