Turn the wheels all the way to one side, depending on which side you are doing. Then look inside the wheel well. You will see these little round clips. You have to pull the center of them outwards to release the grip. Then there might be 2 screws you have to take out. Just keep doing that till enough of the wheel well can be pulled down to gain access to the light.

I think there's a DIY about this. I've done it both ways, removing the wheel and not removing the wheel. Taking the wheel off (if you are able), makes it far easier.
