Basically its just a spacer that goes directly into the O2 sensor bung on the HFC or TP. It backs the O2 sensor out just enough to alter the reading and not throw an SES or CEL.
So essentially the O2 sensor is not in the TP or HFC all the way and doesn't read as much carbon or whatever from the exhaust which prevents it from triggering the codes.

I have no sound clips of my "testies". Dude, just buy my HFCs, they sound 98% the same as the TPs and they're better for Mother Earth.
