I'm also in the same boat as you right now trying to track down an 2006 auto coupe with performance package etc. I'm in Canada so the market is a little different here.

so offer him 21k cash and see how it goes. If you got cash in hand and are willing to go get the car why wouldnt he be tempted? People love cash espcially the way things are right now. You have the money you have the power! test the waters.

Bob, first I'd do a CAR FAX to check the background of this car. That's not
many miles for the age of the car, better to be safe and CYA! You don't
know what the seller has going on in his life since many citizens have lost
their jobs recently. I think $19 is a slap in the face for his car, try $21 he
may counter offer or take it....who knows? Good Luck with the purchase!

I have an '06 6MT Coupe w/aero (DG/Blk) that I bought new. It's pretty much perfect and has low miles (about 2,600); and lately I've had unsolicited offers around $25K - and I haven't entertained any thought of selling since I decided a G37 wasn't for me... I was mildly amused (OK... and maybe just a bit flattered) by the repeated offers, but I was also a bit confused - what was the attraction..? Was I missing something..?
Apparently so... A friend has been in the FI/tuning trade for a while and he said there's a pretty strong trend to build "street sleepers"... cars that look perfectly stock (and attract much less police attention). And more importantly, any engines with variable valve timing are very desirable for FI applications. Furthermore, popular cars with low mileage - like 6MT coupes (Gs and Zs), especially those with fewer options (and less weight) - are considered first rate modding material, and make great "sleepers"...
History repeats it self - back in the late '60s, we used to do the same thing - stuff a big motor in a light coupe or sedan and surprise the hell out of somebody! I remember one guy who put a 426Hemi in a '67 Dodge taxi - and left it taxi yellow with all the markings & roof light... now that was a sleeper! Of course, back then we had to rely on big and/or built V8s, and they weren't too subtle if you had half an ear for engines... Nowadays, it's a lot harder to tell if something is supercharged or turboed if you can't see the modifications... and they can sound pretty docile at an idle.

and you can go to any dealer in the world and they will all say other people have high interest, most of the time it's BS. but yeah good luck with your car search.
