This is usually the lightest grade film available. I did this for years on various cars (including a ricer Accord) in California and was never ticketed, hassled, or questioned about it.
That CHP cop is wrong. They are wrong very often, but no skin off their back. The burden is on you to prove him wrong. Have you taken it to a state ref?
