I live in a really sucky area to mod cars, there are no performance auto shops in my area (northern virginia) if anyone knows any places please let me know. Also right now I am trying for find a D2S 8000k HID bulb for my '07 coupe, if anyone knows where i can find those bulbs let me know. Also is swapping the bulb the best way to upgrade my HID's or do i need to get a conversion kit?

You do not need any conversion kit for HID. Just buy D2S.
I recommend www.v-leds.com. It is easy to DIY.

But yes, to your other point, the NoVa police department at last check was the most highly funded, well equipped police force with the lowest percentage of crime per officer in the COUNTRY...sooo yea, they're gonna punk you EVERY SINGLE chance you give em. So drive safe
