CEL fix adapter

Ok so this might be a silly question, not sure lol
I want to get test pipes for my car im thinking of Stillen? And Im curious as to if this adapter to put into the testpipes, in which the O2 sensors screw into to fix the CEL that i will have after doing this, will it allow me to pass DEQ as well? or does this adapter only take care of the Check Engine Light? thanks a bunch!

i think its some sort of spacer that goes in the o2 bung and then you screw the o2 sensor in. This will only get rid of the CEL, assuming you will get one after you install test pipes (luckily i didnt get the CEL light).
