Hey so I am about to install my front lip (oem) and I was wondering if anyone has a link to the install instructions and what bolts are needed (i bought it used w/o mounting brackets). The old link to the install pdf is down so right now it looks like I would just be buying random bolts and tons of 3m tape

There are two small screws that bolt the sides into the wheel well, as long as a bunch of those plastic clips that are along the bottom. (things besides the bolts that attach the bumper)

Ya there are both screws and the clips. I recommend to this... call Infiniti Consumer Affairs at: 1-800-662-6200. Tell them you had a front collision damage and need new hardware kit to reinstall the spoiler on your car. They should be able to supply you with that kit
