you better get that resolved before you do much driving - had a similar issue on my car and almost lost the rear driverside wheel while driving... when i stopped the lugs could all be loosened by hand with no tools...
my issue was that i had two hubcentric rings on that wheel which prevented it from seating correctly.

yeah, it looks like you've got hubcentric rings on the rears at least (so you'll have to check the fronts too). If they stay on the wheel for a long time, i.e. more than 2 years without being taken off, they'll be very hard to remove. You may try finding a small, thin screwdriver to wedge between the back of the ring and the rotor, then try prying the ring off the hub. Otherwise, just take it to a wheel place that knows what they're doing and they should be able to remove it. It may require a cutting tool.

if that is the case:
to remove i recommend spraying some pb blaster/wd 40 or similar on the hub and letting it soak for a bit to loosen, then take a flat head screw driver and a hammer and wedge the screw driver in along the inside of the ring and pull twist all around the ring until you can pull it off.

I had the same problem, the hubcentric ring actually rusted onto the hub. Boy was it a Bvtch to get off, took me hours. Like Gary said WD40 and a strong screw driver to slide it off little by little.
Yep, like everyone said, you have hubcentric rings. They are almost always used with aftermarket wheels. My Lexus had aftermarket rims when I got it and I switched to stock, except the wheels didn't fit. Turns out there were hubcentric rings.

Wait. Is that rim going on the front or the rear? Because on that picture of the backside of the rim you posted, it says "FRONT".
Back rims may fit on the fronts, but I doubt the front rims would fit on the back. Aren't the front rims a little smaller?

They are half an inch skinnier - however you can put front's on the back and backs on the front if you wanted to - the issue with doing this is the tire width could give you issues if you were running a real wide tire in the rear and tried to put it on the front..
