I think book time is 1.5 hours to remove and reinstall so unless they have the world's highest labor rate, they are trying to burn.

There are only a handful of major paint suppliers, in most cases a cheap job looks cheap because of poor preparation, processes, and/or an unskilled painter. That's why you can find jobs out there for under $1000... nothing will be disassembled, maybe they use a single-stage paint with no clearcoat, minimal clean-up done after car is painted, etc.
That being said, most cheap paint shops are capable of doing a much higher quality job if you pay extra money. You may have to specifically ask them to strip the panels off your car first, remove door handles, buff & polish upon completion. When it's all said and done, the price you get will probably approach the range that higher-end shops would charge initially.
The best way is to visit a few paint shops and take a look at their work. Check for overspray, specs of dirt, severe orange peel (light orange peel can be buffed), runs, inconsistent coloring.
