I thought I was missing something too. After reading the post, maybe it holds the manuals or the first aid kit. As for the tool that clips in, I don't know.

I've seen road flare kits offered for japan-sold cars, so maybe that could be the missing tool...no way the USA would allow people to buy road flares with their cars.
