Have you checked your throttle body? It may be dirty.
It is normal for the engine to drop a little below idle rpm and go back up to where it should be after revving, but not as much as you described. A dirty throttle body can cause it to drop a little too much. In extreme cases, the engine might even stall.

kinda like what he said. it seems like your engine is suffocating a little bit with not enough air. you should check your air filter or try doing it without it to see if that might be the problem.
