Previous owner painted over clear bra...

I was detailing my car today and noticed that the previous owner had the bumper repainted. My car has a clear bra on the whole front end, and I found it odd that the bumper didn't have it...

... until I found the edges by the corner lights.

It really, really needs a repaint, but I am worried that this thing is trashed now that is has been repainted over the clear bra. Suggestions? I like the oem bumper but this may be a reason to get a 06/7 sport. I am worried that if I peel it up (would require a razor to start it) that I will find a bunch of places filled with bondo that won't lift with the bra (or the paint lifted with it).

Suggestions? Never had this problem before.

In the long run it will probably be cheaper and it will definately look better to just get a new bumper. In order for the body shop to get the best quality job the clear bra will have to be removed then the paint will need to be completely stripped off then any damage will have to be repaired before new paint. If you start with a new bumper just prime and paint and you have a pristine bumper.
