There is your problem, you take your car to the car wash. Do it by hand. If they are not deep, you might be able to buff it out

When I was in high school my buddy's family had goats and they had the tendency to run all over my Pontiac's hood, it all buffed out but we are talking hours of buffing over a month or so. That looks like it might be scratches from the car wash brushes; the problem with automatic washes is sometimes rocks and debris get caught in the brushes and scratches cars. I wouldn't expect the car wash to reimburse you on that. Always hand wash or if too lazy to wash yourself take to a place that does hand wash. Although from the circular look its as if someone took a buffer to it with no wax or buffing compound.

So they go away and reappear? If they are going away and reappearing it might just be bad wax being used. I never wax my cars, but I live in AZ and I noticed with a little rain the wax causes even more dirt to stick to my car. Or it could be that the wax being put on your car is just covering them up and the scratches that are in the vinyl. As far as getting the vinyl removed call some body shops or paint shops and see if they can do it.

If you want to remove it you can do it yourself. I've done vinyl on my lights and clear bra both put on and removed. Just find a corner and start to peel slowly. A lil warm soapy water will help in a spray bottle. Just spray on the area as you peel. Depending on brand or kind of vinyl it might leave more residue then others. The 3m clear bra had little residue compared to another vinyl I used which was a lot. To remove the residue just gotta keep cleaning it off. Might wanna use like a goo gone or something that will get it off without messing up the paint. If it's 3m it shouldn't be too difficult to get off.
