My previous 06 TL had very hazy headlights when I bought it....tape up your area, wet sand with 1000/1500/3000, hand polish with Plast-X and give them a high speed buff with some type of polish, this method worked perfectly for me. You just need to make sure you either clear them afterward or keep some wax on frequently otherwise I have heard they get hazy again much worse.
I'd give this a shot. Hopefully you can repair them!

Waste of money to have anyone doing something like that for you.. Sanding and buffing it out yourself doesn't take alot of time at all. I mean if they're willing to take off your bumper and take off both headlights and clean the inside of them too then I'd be totally down to pay $45, but I highly doubt they'll do that.

+1 on progressively finer wetsanding. Then try polishing with 3M rubbing compound or I guess the plasticX mentioned earlier. If that doesn't do it then you'll have to save up for new light assemblies and since you can reuse your ballasts it's not too bad. Easy DIY bumper drop to install new ones.
