compair to your low beams (HIDs) your Fogs, unless HIDs, will never appear just as bright. You might be able to match the color of the light (4300k 5000k 6000k 8000k etc) but it will never be as bright unless you run a HID kit.

The kit I have on it now Is 6000k hids I have never used hids before and I think it just looks weird when I have them on like the way it's spread out the lighting I mean like I said its the first bid kit I have ever dun... And I know the lows are a factory hid already do they make a dul element hid or are they all only one element?

Thats because the reflector is not made for HID and is spreading light as if it was a halogen (stock) bulb. You're kinda stuck with it like that. You can adjust your fogs lower so you do not blind people as much with HIDs..

Lows are single filament

What brand are your 6000k low beams? I'll try to find something that'll match for you

Try Sylvania zXe bulbs, IMO that's the closest you're going to get to a pure white like HIDs out of a halogen.

Yeah dont rely on me. Just go on ebay and look around there a ton of White H4.. Generally 'white label' is a white white and 'Hyper White' is a blue-ish white..
