Reasoning:
If you need to get over, and you signal, KEEP MOVING! Don't slow down, and slow down, until finally you are crawling. We give you 3 seconds to get in, because if you do this within 3 seconds, chances are you are the type of person that doesn't want to slow anyone down, and you'll actually merge in a way that I don't have to get on the brakes.
Chances are, if you are too undecisive to determine if you can make it in 3 seconds or not, you would be the type that would merge in while hitting the brakes, causing everyone behind you to slow down, in a cascading effect, until the guys in the very back come to a complete stop.
With all this in mind, I have observed in CA, that if you signal to change lanes, the car next to you will ease back, but if you don't get in within 3 or 4 seconds, they will accelerate and completely block you from changing. People in back usually see this. And if they see that you couldn't get in within 3 seconds, chances are you won't back there either, and next thing you know, nobody will let you in. Your only way in is to *accelerate* ahead of everybody and get in.
I think most people don't mind if you acclerate and get in, and keep moving once in. But most people hate, when you slow down, and get in while still slowing down.

I haven't read every post on this thread, so it may have already been mentioned, but I HATE it when some moron in front of me turns on their windshield washer and the water droplets fly over their car and land on mine, leaving water spots. If I'm driving my 300ZX, it has ultra-powerful windshield washers that put out a ton of fluid, so whenever this happens and I'm driving the Z I pass them and then give them a drenching! LOL
