Did I get screwed? 05' Coupe 6MT NON-REVUP???
Thanks for the advice guys!
Our beautiful province does not do any emissions test whatsoever. So not worries there.
When I start contemplating an engine change my mind always ends up in the same place.... LS Swap! I know, I know, a completely different ball of wax and a whole new set of challenges / headaches.
I'll keep you guys posted as things progress.

I'm probably the only one that is going to say this, but it sounds like you got a GOOD car. It MAY have an engine issue or you MAY be missing 8-10 whp (which is more a number than a feeling at that point and relatively negligible unless you're in a HP shootout of some sort), but it seems to not be giving you ANY problems. The guy is, at the very least, offering lip service, which, unless you're a pacifist, means he probably didn't screw you over intentionally. And I wouldn't even consider you screwed over.
Yes, you MAY have an issue WAY down the road, but that may have happened anyway. If the motor was a revup and you ran into an issue in a year, would you still hold the guy responsible? Hopefully not. So, again, it's somewhat negligible at this point.
I say enjoy what you have. And yes. LS swap it. Also, just as a side note, I had a CEL light on my car for 2 years. Never fixed it. Never cared to. Knew what it was. Was just lazy. Not setting the greatest example, I know. But, I don't care much about sensors. Call me old fashioned. lol

I do honestly feel that the seller was trying to do the right thing and unfortunately made a couple bad decisions. I am going to try to get his help in resolving the CEL but I do believe you are right in saying that I don't have anything to worry about running it as is.
Thank you for your input.
