It's the green mesh ground wire that clips on your exhaust. Supposed to prevent static build up or something like that. I accidentally ripped mine off when installing my exhaust. You should be fine without it.
Yeah stock exhaust I just could not find what it was supposed to go to not sure if it was a wire bolted at both ends or welded on one or the other.
Oh ok never seen a wire from a exhaust ground wise if that is what it is it makes sense

The stock exhaust has a stud welded for you to connect the ground wire to. My Fast Intentions exhaust even came with a stud to bolt the ground strap to as well.
You can see the stud on the left side of my exhaust here:

Grounds are good to keep in place. The one on the exhausts help with electrical "noise" so things like your O2 sensors get a better signal. Car will run without it, but it's not "optimal" from an electronics perspective. Basically it's the same principal as ground kits, but this is actually a factory ground point.
The one on my S14 is right at the cat, so the extreme temp fluctuations and rusty bolts typically mean that strap falls off. I replaced the one on my S14 also when I upgraded the exhaust. I guess Nissan wised up and put the strap farther back on new models.
