Fuses trip when current (amps) exceeds the rating of the overcurrent protective device (fuse). Possibly damaged wiring (hot wire touching ground somewhere), I would start by disassembling the tail lamp assembly and looking for a pinched wire. You can remove everything from the trunk, including spare tire and the plastic divider plenums (positive air pressure release flaps at the back corner of the trunk by the bumper, right hand side one has the tire change tools attached to it) and you should have access to a good section of the wiring. Look for anything pinched or rubbing or not fastened securely within wire loom or to the chassis.

Also inspect the tail lamp assembly for cracks, moisture can corrode the connections around the lamp socket and cause issues as well, inspect lamp socket for discoloration, melting, or corrosion.

Also inspect the IPDM (fuse box right behind the battery) for corrosion.

That's a good place to start before tearing the system completely apart.
