Haha no, they're definitely not plastic covers. There is 2 pins that hold the pads in, changing them or taking them out I should say is a breeze. Here are some close ups.

This is the only other picture I have right now, I'll have to take a better look this weekend. But I just did a search for pads on a 2003 Evo and came up with part number 308.10010 from StopTech and in the picture shown was 131.8mm total length which is 5.18" and I think I typed it in an earlier reply but my pads were close to 5 1/4".

I bought StopTech Pads #308.10010 and they literally just arrived at my house today. It definitely looks like the pads that are on there now (at least for size). I will hopefully be putting these on this weekend. I will take pics of calipers and mounting hardware but it does seem like they're Evo Brembo calipers. I'll take a pic of the clearance on the wheel/caliper (it's pretty tight).
I'm mostly interested in what kind of adapter bracket was used, no way they're a direct bolt-on.
Not that I'm actually interested in using larger/heavier diameter rotors because I like lightweight rotating mass But I'm sure there are PLENTY of folks who are interested in a full-time track setup that could benefit from this, and having more options is always better.
So I didn't put the new pads on, actually went on a small trip out of state for the weekend, but I did take a few pics f the caliper and wheel clearance (which is NOT much). You tell me if this is normal...

Well that is definitely not stock which explains why the 3 sets of pads are wrong. I have the original Brembo on an 03, with no spacers and the gap between brake and wheel is nowhere near as tight, I can fit the first quarter of my finger through the gap. As cleric said it's either from an Evo or it could be just an aftermarket Brembo big brake kit. I'd look for a model number on the caliper itself.
