Airbag off light was probably lit due to not having the seat belt buckled.
That's crazy, you're really running out of troubleshooting steps...
Looks like everything checks out on that Kalsonic unit, next I would swap the belt tension sensor.
Did you say all the steps of the NHTSA recall were done, brackets to support wires and epoxy on the harnesses? Here's a link to the recall with all the pictures.
Also, you did swap the entire seat belt yes? Just verifying that the seat belt tensioner was actually swapped for a different one.
You should probably be able to test that belt tension sensor. I'm guessing it's just an open/closed switch so pins 1 and 3 should open/close circuit then you pull or push on the belt tensioner. It will probably have the same results as the occupancy sensor.

Also, you did swap the entire seat belt yes? Just verifying that the seat belt tensioner was actually swapped for a different one. I swapped a different tensioner in place of the passenger side and also swapped driver and passenger sides with the same results, still show the RH tensioner fault.
The pic you added of the belt assembly is different than mine. Neither side on my car has the plug at the lower outer mounting point of the seat belt you have circled in red. I do have a three-prong plug in the floorboard where the main chassis seat wiring comes through the carpet but nothing is connected.
I also swapped in the old occupancy unit with the same voltage readings.

Your last post (pic mainly) has had me thinking and racking my brain.
I do not have the lower seat belt anchor sensor/plug on the passenger side. I was reading further between the SB, SE, and SRS sections in the FSM and read that the passenger side only has the anchor sensor with the plug. I mentioned in an earlier post that neither side on my car has the plug but I did have a bare connector under the carpet where the main chassis seat wiring comes through the carpet on the passenger side.
Has this been the culprit the whole time? I looked on eBay and there are several in the $100 range I could get. I just want to check your opinion before I buy one and does it matter if it from a 5AT or 6MT?

Ok finally making some progress, yes I think you have the wrong seatbelt. I went out and took the cover off mine and here's a picture, it looks identical to the generic photo I found on the internet earlier with the wire coming out of the seatbelt mount on the outboard edge of the car by the door sill.
This is my passenger/right side. I didn't even bother looking at my driver/left side. I bet the driver side won't have it though, and I bet the seatbelt you have on the passenger side is actually a DRIVER SIDE seatbelt without that plug.
I can verify this on my car if you want though, it's simple enough to pop that plastic cap off.
And just to verify, mine is a 2006 coupe, should have the exact same set of equipment as your 2007 coupe.
Thanks cleric. Mine is actually an 06. I feel like I have wasted a lot of your time, no need to check further on your car. I bought the car knowing it had been wrecked, it does appear during the rework of the car, the previous owner put the wrong belt on the passenger side. I really didn't know to even look for that initially until I read the FSM more in-depth. I did go ahead and order the seat belt with the sensor/plug. It should be here next week, mid-week. I will follow up after I get that installed.
It's not wasted time, keep the thread updated when you get that belt in. I'm just glad there's finally some progress on this issue
I wanted to follow up with cleric and all others who may have followed or read through the thread.
I got the seatbelt today and just finished installing it. I ran the scan on my Autel scanner and still had the faults and the airbag light flashing. In the scanner I use, I can look at the individual fault sections, read and erase codes. I read the codes and they were the same as I had seen previously. I then erased the codes and the airbag light stopped flashing and the airbag off indicator near the clock went away. I backed out of the scan and ran it again with a clean slate.
The fault I had was caused by the incorrect seatbelt being installed. I bought the car real cheap, knowing it had been wrecked. When the car was put back together, the wrong seatbelt was installed on the passenger side. The seatbelt did not have the pre-tension module or the plug needed to send the info to the Airbag Diagnostic Module so it was throwing a code and flashing the airbag indicator on the instrument panel.
I knew I had bugs to work out before it would pass state inspection. This was the final hurdle to getting everything inspection ready. I could have saved myself and others who contributed to the thread a great deal of time if I had more thoroughly read the FSM, I highly recommend really reading the FSM when you run into problems.
