I'm not really sure who you aiming this at, but most manufacturers aren't moving to China (I'm talking about the steel industry). Our company, like thousands across the US are buying from mills or master distributors (owned or linked to mills) all through out Asia. Mills from Taiwan, China, Japan, and Korea are coming to the US and selling their material here for prices lower than most domestic mills. Although this isn't the cause for the constant fluctuations in the price of material.

It was mentioned before and it is worth saying again. China has been on a buying binge in the last two years and it has caused the industry to experience price fluctuations like never seen before. It has slowed some and prices have come down a bit. Hopefully this trend will continue and price will come down even further, but who knows how long it will be until China is back at it again.
