Gas Tank size on the '05 Coupes

So, i have read the manual, and seen all the online sites about the 05 coupes and they all say the tank holds 20 gallons.
I have let the gas run down to the last empty line. The gas light has been on and the DVD NAV trip computer says shows that I am almost out.
However, when going to the gas station, I have never been able to get more than 17.5 Gallons into the tank and the gauge reads full.
With the needle at (and even slightly below) the empty line, I find it extremely hard to believe that the tank still has 2.5 gallons of fuel left.
Does anyone else notice this on there cars? Did I just get a limited tank size?

I personally have drained my Coupe tank down to almost 20 gallons by putting in 76 liters. That was long after the gauge read bellow empty, the low fuel light lit, and the Navi saying "Distance to empty: **** .

Once the NAV goes past "0" miles to empty and reads "****" you have 2 gallons left which means you've got about 40 miles of city driving to get to a station. I usually let my NAV go to "****" then I look to go to a station. I drive mostly city so finding a station takes all of 2 minutes but I wouldn't recommend it if you do mainly freeway driving.
