No, heating is always cheaper and easier to produce. By simply using a resistance, you can heat a surface up. However, if you wish to cool something, it typically involves expanding gases. That's how your A/c unit works: A compressor compresses a gas (producing heat by molecules rubbing together) and then expands it in a chamber and cooling as the molecules expand.
Simply put, there is no easy way to cool your seats in your G. If you wanna shell out that kinda cash just get yourself that LS430

I used to deal w/ cooling high powered lasers and compact lasers and that's what we used. Alot of people also use them for active cooling setups in their computers for overclocking applications.
