bulletins vs recalls?

hey guys dumb question what is the difference?are service bulletins only done when the driver has a problem with his/her car and the bulletins are like manuals for the dealer techs?

i mean i bought an 03 about 4 weeks ago...thing is i know the previous owners did regular maintenance and service..but are service bulletins required to be done and if so how do i find out if they were done?

recalls are only for items that affect safety and MUST be done. bulletins are things that may be annoying and is not required to be done (it also doesn't affect every vehicle, so just because a TSB is out, it doesn't mean you are affected). as I understand it, TSBs are applied on a per request basis

A TSB is a notice that says the dealer is aware of the problem but it is not so widespread or concerning to saftey that they MUST fix it. However, if you notice a problem and there is a TSB for it, they will usually fix it without incident.
