Why is my bumper diff?

how come when i take my license plate off there are two holes (obviously for the lic plate) but on other cars there arent two holes?

because some cars come with predrilled holes and some dont..

because the dealer thinks its the law to have the plate on the front... they drilled them, its not predrilled from factory.
