High beam and Foglights?

Do one set of light bulbs(the yellow lights under the xenon) take care of both the High beam and Foglights effect in a G35c? Also what's the purpose of the verticle streak lights on the very far outside? Is there a way of turning on just those lights during the day? I personally think that it'd look great. Also does anybody know if it's possible to rewire the lights so that the verticle lights are used as turning signals?

H4 (9003) handles the fog lights and high beams.

My golf's signal turn signals are only 5 watts.
