rusting on the gas tank

rusting on the gas tank
well.. i have some rusting on the part that the gas cap goes on. when i remove the gas cap, theres a significant amount of rust. Is that a common thing? and is it covered in the rust warranty? car is a 2003 so its out of warranty i guess
