Front License Plate Frame keeps coming off.

For whatever reason the front license plate plastic cover does not want to stay attached. The bottom is still held in with screws but the top does not want to "snap" in. No plastic is broken however. I have tried some mild adhesives but no dice.

I bet you have the clips on the actual plate cover instead of the bumper. There should be nothing on the cover itself (at the bottom where the holes are). All you do is run the screws through the holes and into the clips that are attached to the bumper.

I do not have a front license plate.
I want the cover to be as stock and it does not pop flush into the space
