while the car was on blocks he painted them yes after the wheels were stolen ..
the oem wheels were placed n the car to get in onto a tow truck to have
the glass fixed ..

oh and yes in new york .. in some areas a car does get condensed water on it in the mornings ...

That is the textbook definition of Mod-itis: When you wake up one morning to find that your car is on blocks, your wheels have been stolen, and you then use that wheelless time to paint your brake calipers gold, because you have been "wanting to do it for a while."
