G35 front bumper...stock?

So i'm in the market for a used G35, (under $20k coupe or sedan)and have come across this bumper that I have never seen before on either a sedan or a Coupe. Is this a stock front bumper/lip kit/spoiler on this sedan?

Is the aero package available on all model year G35 sedans?
Also, is the G35x available in manual?

Thanks for the info! Any changes or *bugs* that should sway me towards one year or another? '05s I think are out of my $20k budget.

The only major upgrade on the 05/06 is the brakes but you can upgrade the 03/04 to a better kit down the line if you like.

Don't get my wrong, there are other changes but that is the big one.
