I was wondering if there is any way to tell if you have the premium package just form the VIN number? Also is it true if you have the Xenons you more than likely have the premium package on a 2003 right?

There is another plate under the hood by the battery cover that gives some info such as colour and trim, but not the info you need.

Nope. That spells out the VIN decoding. You can get engine, safety equipment, etc. from it, but not trim levels or packages.

The Premium package is fairly easy to spot, though. (Xenons are standard on later '03 models, and I think they might have been available separate from the Premium package.. not sure).

Look for:
* Dual climate -- the dual button on the center console, rear A/C ducts (in the center console, unless it's a manual), and the second temp display on the center dash
* Auto headlights (headlight switch has an Auto position)

Don't look for:
* Sunroof
* Bose
These are both included in the Premium package, but available separately as well.
