High pitched chime when key in ACC position?

There is a pretty high pitched constant chime when the key is in the ignition in the ACC position (the position before crank, where all the lights on the dash light up). I don't think it happened before. When I take the key out the noise goes away. Anybody seen this before?

PS: Also, both of my fog lights went out at the same time yesterday night when it was raining. Short caused by the rain?

I am pretty sure it is to let you know that your key is in the ignition. My car does that when I push the button but dont turn it fully on.

Oh really? Just to confirm...its NOT the chime to remind that the key is in the ignition and the door is open, right? But something else that sounds fainter. I was suspecting that it comes from the lights too.
