ok then i have problem then. when i trn the light switch to "auto" at night my lower light turns on and the upper light remains off. when i push to switch to high beam that same light source increases in intensity as a high beam. which according to you guys its in deed the high beam. what happens if my high beam light source has a HID buld? will my low beam tuen on? maybe this is the issue here. i just dont know.

You two are going back and forth for nothing. 03's had both options. The cheapest model ~28k had cloth seats and halogen lights.

To the OP.
The bottom light is the Fog/high beam. Your top light is your low beam. If you have daytime running lights then you have the Canadian spec version of our car. As far as I know the US chapter never gave us the option.
Check to see if your fog switch is turned on or not. If it is off and you don't have DRL's, then check your wiring (previous owner could have had it rewired).
If the wiring is good and they still won't come on, then check the following
-If you have HID, then it sounds like your HID fuses are out, or your ballasts/ignitors have gone bad.
-If they are Halogen and have been tested on another car, then it should be your fuses (or even a rarer issue of the switch being bad)

this is my case, i bought an hid kit for my low beams thinking i needed H4 when in reality i needed H1, when my friend was going to install them he said this wont work for your headlights theyre for your fog lights i was like oh damn and he said i cant drive with just the fog lights on and it would look stupid to drive with both on (halogen headlights with HID fog lights) so what he did is he wired up the fog lights to my parking lights and side parkers so i can turn on my fog lights without turning on my headlights and i have an hid kit for my headlights waiting to install. With the fog lights alone on it already illuminates the road nicely, i cant wait to see how it looks with both headlights and fog lights HIDS on theyre're 8000K btw but they look like 6000
