Rookie Bumper Install...where to drill

What do I need to drill on my rookie bumper install? I got the stock bumper off, and its obvious I need to drill the 6 top holes, but what about underneath where the protective covering is? Is that normally just removed? Any help would be great.

IDK how many ppl from this forum install this bumper by themselves, I'm gonna take mine to the shop, so I still won't know after it's installed...best bet is to pm rookie

took me and a friend 6 hours to get it on. but its on. just a lot of measuring and drilling.

At least you didn't go to goobermans shop, he claims they take up to 5 months to install his bumper...
