BTW folks... if you ever get a ticket for VC 22350 and were going under 65, don't roll over. That's not a speeding ticket. It's a ticket for driving unsafe (no mention of actual speed limits) for the CONDITIONS. 22351 is the code for speed beyond a posted limit. But because the officer must bring to court the recent (within 5 years) original or certified traffic and engineering study, and your speed must be at a higher rate than the 85 percentile.... most go with 22350. However, the burden to prove the danger for the conditions falls on the people. If the officer used radar, than the Survey must be brought in to allow the radar as evidence. Without the actual survey or certified copy, the officer is ruled incompetent as a witness and the court has no jurisdiction to return a verdict of guilty.
Not that I condone unsafe driving on city streets, but then again many of you do not live in SoCal...there are speed traps out there! Spots where speed goes from 30 to 35 to 45 and back to 25 on large open streets where the majority of traffic is going 15 - 20 above the posted
