Help! No paint primer?

Help! No paint primer?

My 03.5 G35 sedan has 2 major paint chip that caused some minor rusting problems on the bottom side of the fender. I can understand that some rocks might cause that but it just seems like there's no primer to protect the metal. I took it to Infiniti of Costa Mesa to inspect and I was told it's damaged and it's NOT under warranty. But when I asked her about the primer, she said it came off with the paint and there's nothing she can do about. Isn't it the primer suppose to be the last layer to protect the metal? Please look at the attached photos and tell me what you guys think about it.

The brown is rusting metal and white is primer. I've had several rock chips on my car; fortunately, none of them went thru the primer. Rocks coupled with speed and environmentally friendly paint (read crap) result in this. You're looking at less than $200 fix at body shop. Get it done before it rusts through.

Hey thanks for the advice. But if you look closely to it, the big white area on the top, there's a small dent and no rust yet! And yet, the surrounding area that's peeled off has no dent and no primer! So it is either the primer didn't stick to the metal or there's no primer at all. Either way it's not right.

The "Democratic" EPA forced new SEVERE paint rules on manufacturers back in late 90's -------must use water based paint to avoid VOC emissions.........the manufacturers hate it because of paint complaints and it didn't save them any money!

Even the Japanese factories were forced to comply for cars shipped to US!

What makes you think a rock or whatever did that wouldn't chip the primer as well? And, please, lets don't be blaming the "new" paints used today, I have had new cars since 1968, and they all got similar chips in the paint, I have not found any newer cars less prone to chips like that! How big is that, it's hard to tell from this shot, besides, from my experience, I have found if you keep your car waxed, chips like that don't rust anyway.
