best thing to do is look at research about the person number of posts what kind of posts. and if you feel weird about a person try to get another member from his area to do you a favor and check out the part your'e buying i mean if someone from cali asked me to check out something here in chicago i would be more then willing as im sure many others will, thats why this is a great community of drivers/owners and we like it that way

First off, do not go to your bank first that will mess things up with paypal. If you go to your bank first and get your money back (which you can easily), you will get a negative balance in your paypal account saying you owe them money. This is after you receive your money back through the bank. Reason being is because you used their service and they have a claim policy.
You see the bank will get your money back and then paypal will try to take it back from the bank, but the bank is going to file an inquiry. So paypal is going to leave you a negative balance saying you owe them the money back and the correct way to do it is to contact paypal first as they have a claim policy. If you dont your are going to end up resending your money through paypal again.
First you try contacting the seller as many times as possible. If that doesn't work out.
GO TO PAYPAL FIRST. file a dispute, you have 45 days to do this. After the 45 days are up you are screwed.

Some people have actually sent through PP as gift on big-ticket items like guitars, wheels, and turbo kits anywhere from $1000 to $3000, got screwed, and expect the community to do something about it.
Paypal has boundaries, regulations, and policies in place for your protection, so just go ahead and use them. FYI, every time I've filed a claim against someone, I've received the full amount (3/3 times). Just don't wait too long to file a claim and provide all the details.
