It may be the parking brake is holding it on there. Make sure the car is in neutral with something stopping it from rolling and that the parking brake isn't engaged or pushed down at all (this makes the parking brake not hold onto the rotor) then you should be able to gently knock it off from the backside with a hammer or heavy rubber mallet.
if that doesn't do the trick spray some penetrating oil on the rotor where the lugs stick through and let it soak.

Beating on the rotors with a BFH can sometimes damage your bearings .. safer to use a rotor puller .. just a FYI

^^^ Good point. I removed mine by using a heavy rubber hammer and hammering in a circular movement so as not to bang on one side to much. Also squirted PB Blaster and when I ran out, used Rust Reaper. The next day they were easily removed.
