Replaced Headlight Bulb Will Not Stay On

My driver's side bulb died on my 03 G Sedan. I decided to get 8000k HID bulbs. When I installed the first pair, the driver's side bulb would stay on but the passenger's side would come on then turn off. After some time though the passenger's side would stay on.

Thinking it might be the bulbs I got another pair. This time both bulbs turn on and then turn off. I have to play around and wait in order for them to stay on. The driver's side usually stays on first though.

I have tried sticking in the one working oem bulb into both sides and it stays on fine in both the driver and passenger side lamps. I was thinking it might be the ballasts but the oem one works fine except I only have one functioning one.

Why aren't my headlights working?

Did you have to do a conversion kit? such as wire splicing? if so maybe the splicing didnt work, ive seen splices catch the rubber and not the metal, also seen then just not bite down all the way. I would check connections though such as if it was plug and play look at where the wires go into the connectors make sure there not loose, make sure the connectors are in fact connected fully.
Also are the lights compatible with the ballast? Ive seen ballast not compatible with certain HID's that has different needs for input vs output.
