That won't be covered as its mostly just surface rust at this point.
Looks like your door or something has been slightly hitting/rubbing it over time, causing the paint wear off expose the bare metal underneath. Has it been in any collisions or dings in that door area to cause the door to get misaligned? Look into fixing that first or else anything you do to fix the rust will useless and it will just keep coming back.
Fixing that isn't a big problem, but if you want it to look good take it to a shop.

Besides the obvious rust spots, the first thing I saw was the dings on the side. That's an indication that the car clipped or brushed against something to peel the paint. You'll probably want that fixed asap depending on where you live. If it was my car I would bring it to a shop unless I knew someone who had the experience to do it.
sr2nv is right. You can't expect them to cover it if it was involved in a fender bender in any way. Sorry, but I think you're out on this one.

That will def not be covered. Just looking at your quarter panel arch it has been wrecked as it is dented bad so which also means possible paint cracking that was neglected and possibly misalignment of the door causing the door to hit and over Tim the paint kept coming off of it. Not hard to fix. Sand down till rust gone, etch primer, 2k primer, seal, and paint. If you just want that painted I'd say prob cost 200-300
