mechanical and electrical fan question

mechanical and electrical fan question
I have a 2003 g35 sedan with a mechanical fan. I also have electrical fan in front of the radiator. I noticed that the electrical fan is also running. Is that normal or should the electrical fan run only when the air conditioning is on?
